Item9620: TOC title cannot be translatable

By providing a default using MAKETEXT.

But actually this cannot be done: the TOC title shows the raw MAKETEXT, probably due to rendering order.

Closing this - It appears to me that the fix was to remove MAKETEXT from the TOC title. The changes were committed to 1.1.0.
