Item9401 adds special
MetaCommentPlugin specific code to allow the caching of META:COMMENTs in the DB cache.
It would be more expandable if other plugins could register their own onReload functions which would be called from the
DBCachePlugin::WebDB::onReload() function.
The current (or is it old now) mechanism of having to define a %VARIABLE% which sets the
WebDB() to be used (as done in
BlogPlugin - a subclass with its own onReload which calls the SUPER::onReload) is just too restrictive as demonstrated by
Item9401.

This is implemented using the
registerIntextTopicHandler
now.
MetaCommentPlugin has been reworked to make use of it.
