the breadcrumb shows wrong parent for the WikiUsers topic

This happens (IIRC) in more places, now remember only this one - so, will add another occurrences to this task, if found.

The issue here is that the topic UsersTemplate has a parent of AdminToolsCategory, which is in itself valid as it is one of the admin tools. However when the template is used to create WikiUsers, the parent should be overridden. The Main WebHome is probably appropriate. Sites that have already created their WikiUsers topic will have to manually fix the parent of that topic.
