To recreate the issue:
  • #Set ALLOWWEBRENAME to restrict rename of topics within the web
  • Create a topic with an attachment
  • Attempt to delete the attachment.
  • Error Access check on Sandbox.TopicWithAttachment failed. Action "RENAME": access not allowed on web. is generated

Deleting an attachment should not be restricted by Topic or Web RENAME restrictions.
