Item11673: Dg plugin assumes write permission to System web

if you install DirectedGraphPlugin into your wiki, and the first person to goto that topic does not have write access to the System web - ie, they're not admin, the user is presented with the oops access denied screen -

i presume because they do not have write access to create the DG images

Something is changed in core I think. IIRC, what it used to do was display but fail to update the graphics and instead insert inline error messages., or maybe not. I really don't remember.

One solution is to enable the configure option to directly maintain pub and bypass store.

Another would be to restructure the topic into a separate DGPluginExamples topic in Sandbox. (probably preferable)

The examples will be moved to DirectedGraphExamples. This should allow a logged-in user to instantiate the examples.
