TCAO distributes some invalid topic files in the data directory - a mailnotify file and a changes file, neither of which add any value. And they exposed a bug in MANIFEST processing in the package installer. Tasks.Item10290 resolves the Package.pm issue. Also, data/TCAO/Installs/NewsItemTemplate.txt and data/TCAO/Installs/WebLog.txt have incorrectly formed PARENT metadata which prevents their checkin. This task:

Removes mailnotify and changes from the manifest
Corrects %META:TOPICPARENT{name=""}% to %META:TOPICPARENT{}%
