If REGISTRATIONGROUPTYPE is set to 'multiple' or 'one', the form for creating new users in System.UserRegistration is broken. It is expected to allow you to create a new user and add them to groups upon creation, but it does not work. This is due to System.DefaultUserRegistration, which uses a macro RELIST. This macro does not seem to exist. Everything works fine for me when I replace RELIST with FORMAT in System.DefaultUserRegistration. See also Tasks.Item2382 for RELIST vs. FORMAT.
