Item9784: tick_foswiki.pl again broken

Back in April I reported a bug that tick_foswiki.pl did not work at all after the store refactor

It was fixed then.

But now it is broken again.

I caught this the night of release of 1.1.0 when I checked the cron log from my Motion site that had run 1.1.0 for 2 days.

The tick_foswiki fails with

Use of uninitialized value in concatenation (.) or string at /var/www/foswiki11/lib/Foswiki/Store/VC/Handler.pm line 770.

when I tried it with asserts enabled, it fails with:
