Item9780: New Rows start with all boxes selected

Given a table like this one:

| 1 | Tools Workflow  | | |

I would expect that when I Add row, the new row would contain 4 unchecked checkboxes.

Instead, all boxes are selected when the row is added.

This is unexpected and confuses people.

I call it a bug. If someone thinks it's a feature, it should be documented.

This is a duplicate of Item2244 - I think you reported that one as well. I tried to fix it but was unsuccessful.
