It should probably reference the configured UsersWebnName. One less thing to change if a site wants to rename their Main web. Change Foswiki.cfg to: 
Foswiki::cfg{LocalSitePreferences} = '$Foswiki::cfg{UsersWebName}.SitePreferences';
