The permissions have to be set in octal. tmp was not writable if created from configure.

Note that there is another minor issue - umask is not set by the checker, so in an SUEXEC restricted environment, the umask of 077 will typically be applied, blocking all working directories from access by group or world users. This probably is not a bad thing. Only foswiki perl should be reading/writing to these directories.
