I'm having an issue with the WorkflowPlugin when using the WORKFLOWFORK lockdown="on" feature. The topic still has the meta data modified such that ALLOWTOPICCHANGE is set to nobody, but then the other WorkflowPlugin tags don't honor this. The WORKFLOWEDITTOPIC WORKFLOWATTACHTOPIC and WORKFLOWFORK macros still get expanded.

This is because the plugin only checks the allowEdit in the workflow definition, and doesn't check at all for WORKFLOWFORK.
