Unit tests ExtenderTests.pm doesn't do any testing of tools/extender.pl and there is not much there left to test anyway as it has been refactored into Configure::Package.pm and is covered by ConfigureTests.pm

Rename ExtenderTests.pm to DependencyTests.pm to better reflect what it is actually testing. And remove the load for tools/extender.pl, which was causing a taint error.
