JQueryPlugin contains yuicompressor; this is now also used by BuildContrib. To avoid mutual dependencies between these modules, the yuicompressor should be moved into the core tools dir.

Marking as urgnet because we must eliminate this dependency before release, or we'll regret it later.

JQueryPlugin is now a core plugin, so this is a NOP.
