which probably should not be shipped, or should be put in a common place to ensure that there isn't a conflict with some other package's copy - duplicate files will cause third party packagers headaches, and configure users run the risk of over-writing other versions.

It is a good idea to take away the issue of installing CPAN libs from admins that are not familiar with CPAN.

It is not common knowledge.

BUT. Having CPAN libs in plugins can cause conflicts if more than one extension has the same libs

Now that the JQueryPlugin is part of the default plugin set these CPAN libs (that are small and simple) should simply move to the CPAN libs in core.

And now the JQueryPlugin is core anyone can do it.

I can take this simple task

Completed. I will not upload the JQ to Extensions. The update adds no value to current users of the extension under 1.0.X (on the contrary)
