Item8147: Revision number is not recorded in metadata on workflow state change

With a foswiki installation, when state changes occur with WorkflowPlugin the LASTVERSION_state metadata is set to "". This installation is an upgrade from a previously working TWiki installation.

Foswiki from debian apt-get, version 1.04. WorkflowPlugin version 23 Apr 2009, $Rev: 3652 (2009-04-23)

I have attached a series of images to show the process, starting with a fresh topic under workflow control:

I have then edited the topic from the server, to add the revision number to the metadata, and as you can see from the images below, they now appear correctly. If I then go through the cycle again, they are overwritten with "", and it no longer works

It was a missing parameter. Fixed.
