That way the notification can be generated by a search (partially, if necessary)

I remembered why I didn't do this originally now.

The object that manages WebNotify is used both to read the WebNotify topic, but also to write it - for example, when a subscriber is added. That means it has to retain, or be able to reconstruct, the original unexpanded topic text.
