Because I'm developing applications that use SKIN path heavily, I would like to set the ISO managed web's SKIN setting to be a FINALPREF but it seems that FINALPREF does not stop the ?skin= URLPARAM.

I'm not positive that this is desirable.

I think if we have semantic like FINALPREFERENCES then that semantic should apply consistently. Can you craft a testcase/example?

This has been hanging with Waiting for since May.

If a regular developer does not come back the bug cannot be important.

All these waiting for bugs are burying the real bugs that needs attention so I am cleaning out. No Action. Reopen if you disagree.
