Restore the popular Installed Plugins topic

The System Web Left Bar got linked to Plugin and InstalledPlugins deleted.

This was not popular. The InstalledPlugins topic is a short topic which enabled the end user to navigate quickly to the Plugin docs. Something you need all the time when using for example TablePlugin.

The Plugins topic is an admin targeted topic describing how to install and you have to scroll down to get to the plugin list.

And it does not contain Contrib and Addon list either which you also need as an end user.

So I am restoring it - and additionally modifying it so it becomes more End User Friendly. This also means list installed plugins and contrib/addons only. You do not need to see not activated plugins or skins in that list.
