Try this on trunk (works fine on stable):

Using a nop WorksFine

But not when using an ExclamationMark

The link looks like this:
<a href="#But_not_when_using_an_33ExclamationMark">

but should be:
<a href="#But_not_when_using_an_ExclamationMark">

The target marker is fine.

Suspect this has been fixed since it was reported; looks fine to me now. No action.
