A goal is for the TWiki web to be read-only yet for the registration form to be customisable.

Unless we make TWikiRegistration driven from the Main.UserForm, the TWiki.TWikiRegistration topic needs to be overridable by Main.TWikiRegistration
I agree that the TWiki web should be read-only, after all all for production sites (as opposed to TWiki.org) there is no reason for ad-hoc changes. It should only every be changed by the sysadmin for updates or installs of plugins.

Moving the registration & supporting stuff to the Main web makes sense for a number of reasons. It adds to the coherence.

But what do you mean, Martin, by "overridiable"?
