Hi. I see this problem as well, when not logged-in. The default language for me is English and when I select another language, the web site shows a confirmation page (example below), but does not actually change to that language. This is the case for all available languages.

Change language Attention Your language has been changed to fr. click to proceed.

I tried to chang the language in the web-site to something else than german. After confirming the change on the next page, it returns automatically to german.

Next I loged in to the web-site and tried it again. This time the language did change as expected.
