There are 3 areas that need to be addressed:

  1. "skeleton" extensions include a comment and 1; in the prototype spec file.
  2. Buildcontrib should "do" and report issues with the Config.spec file before upload
  3. Configure::Load should be smarter about error handling. Empty Spec files should not causes errors.

Re: item 1, the skeletons are correct. EmptyPlugin and EmptyContrib both contain a sample Config.spec with the expected comments, examples and the ending 1;.
