tools/bulk_copy.pl usefulness is limited on large sites becasue if it is halted for any reason, it has to restart from the beginning. This also means using it to sync from a live site (e.g. during an upgrade) is really painful.

It could ask the target install what versions have already been sent, and only try to send those that have changed.

This branch has not been merged to any release branch and thus is not in state "Waiting for Release". Please do so and rescedule it for the appropriate release.

This is merged into "master" which would be a Foswiki 2.2. The master release would normally be branched to ForswikiRelease02x02 once it is feature frozen and ready for beta.

So I think this indeed can be set to "Waiting for Release" and Released in 2.2. Target minor is correct.
