Item14344: Create a Web Admin Topic

Many administrative topics have no parent. This makes dynamic indexing, topic trees, etc, less useful.
In my own Wiki, I have created a
WebAdmin topic (in the System, Main, and _default webs). This topic is the parent for all distributed Web* topics except for
WebHome.
This affects Usability and Search but in a transparent way (it should not cause any backward compatibility issues).

System web already has a "topic category" system based upon a parent/child search.
Which I just noticed is broken, as the "extract" for the topic summary uses a regex that pulls an incomplete <div definition from the Installation Guide.
In the system web, all of the documentation paged
should be properly parented into one of the category pages.
Those Web* topics though are parented to
WebHome. Maybe to be consistent with the rest of the document categorizing, we need a
WebAdminCategory, and change the parents of the Web* topics.

Though
WebSearch,
WebRss, ... etc are not really "Admin" category, but really are User documentation, or really "operational" topics.

This somewhat overlaps with the "Tools" menu that is part of the default web left bar. Setting this to no action. I don't think that adding another Web* topic is the way to go. If you still want this, then a proposal and a developer are needed.
