Item14314: Intermittent rendering issues on blog.foswiki.org

Two days running now I've seen rendering issues on blog.foswiki.org on the first visit to a blog topic.
First occurrence, the page was completely unstyled - similar to a site with a misconfigured pub path, but I didn't see any obvious 404 errors in the log. The only error was:
08:29:27.747 ReferenceError: jQuery is not defined 1 Foswiki213Beta2ReadyForTesting:313:1
<anonymous> https://blog.foswiki.org/Blog/Foswiki213Beta2ReadyForTesting:313:1
2nd occurrence, the page was styled, but the Disqus section was missing. reloading page with refresh=cache brought it back.
MichaelDaum on IRC commemts that the
PageOptimizerPlugin cache identifier is then cached in the html saved by the
PageCache. If the
PageOptimizer cache is cleared (as it is by a cronjob on foswiki.org) then the cached html has POP cache identifier that is missing. So clearing the page optimizer cache has to result in a corresponding clear of the page cache
