There are a couple of minor enhancements that could be done to Bootstrap.

Also it's really difficult to test because it's so tightly embedded into configure loading.

Refactor the bootstrap code into Configure::Bootstrap - reduces size of Configure::Load by 21k
Update the code that detects grep version to capture better information.

This is an enhancement, but has no functional difference,
