Item13927: Configure checker for grep / egrep crashes if configured command is not found.

Discovered while migrating foswiki.org from FreeBSD to a Linux server. The configured paths for grep commands were wrong. Instead of reporting the errors, the checkers were crashing.

The RCSChecker and the FileUtil::checkGNUProgram were essentially performing the same function, but the RCSChecker was not as robust.

Found a couple of other problems while working on this:

• Checker is missing for the breakLockCmd
• ExtOption checker attempts to modify the configuration.
