Item13888: Initial development of new FieldHistoryPlugin

I have a new plugin called FieldHistoryPlugin on the way

A little simple plugin that enables adding a comment history like we known from CommentPlugin but based on changing the content of a field.

The plugin also works when you alter content using MultiTopicSavePlugin so it is a great enhancement of tracker type applications where you like to build a history of a Status field.
