Item13804: remove support for pre-1.1.0 Foswiki

ControlWikiWordPlugin uses an eval to determine whether takeOUtBlocks() is a method in Render or Foswiki proper. Under FCGI, this causes noise in the error log on every topic view.

Since the method was moved for Foswiki-1.1.0 and older Foswiki versions are long since out of support, my preferred fix is to remove the eval and only support Foswiki-1.1.0 and newer.

incidentally, my commit also helps seven out the eight unit tests pass...
