Item1364: ActionTrackerPlugin handles actions without uid badly

ActionTrackerPlugin has two issues

The first is - the released version is two months behind what is in SVN. It that because it has problems or did the author forget to upload?

Second and this is that the bug report is about.

In a period in the TWiki days it has been possible to overlook a small note in the docu that you need to setup the plugin order relative to CommentPlugin to get valid ACTIONs saved.

I had more than 200 actions with uid="". I spent 2 hours editing files adding valid uid numbers in 150 topics. What a pain!

And the current ActionTrackerPlugin "tilts" when the uid is an empty string. If the uid is not there at all it gets generated and added when you edit the topic. But when defined as "" the code barfs when you click the edit link of an ACTIONSEARCH.

I have a fix that I implemented on my site that mitigates this. It is ONE code line. Is it OK that I check this in and upload a new version to the Extensions web incl the updates from earlier this month?

I checked in the fix as a I had the very urgent Item1187 to checkin and then I might as well checkin the accumulated fixes I had.
