Second: just wondering, how the user can add new language translations, without manually edit the config.spec? The configure doesn't allows "create an new node" - e.g. for example no way create $Foswiki::cfg{Plugins}{DateTimePlugin}{Dates}{cs} without manual config.spec editing.

The issue is that each language is described as a separate config entry in the config.spec. They should just be part of a single hash config entry. Then you'll be able to add new translations
