Now that foswiki.org has been converted to utf8, one web was missed, and it's on trunk.foswiki.org To fix it, CharsetConverterContrib needs a few more features.

  1. Need to select a single web to convert. (Need to convert Main on trunk.foswiki.org)
  2. It has to support Foswiki 1.2.
  3. Need to be able to override the source character set

Extend code to detect Foswiki version and use Foswiki::Store::VC::RcsLiteHandler or Foswiki::Store::Rcs::RcsLiteHandler depending upon the foswiki version. Add -characterset option to override the source character set, and a -web parameter to select an individual web to convert.
