There are corrupter characters in the list. Spanish, French and others. Noticed it in Firefox and my cell phone. Lieven reported it in a private msg.

Never mind. The working/languages.cache had to be deleted. I keep forgetting that the trunk installer doesn't include working in the git clean. Changed tools/develop/foswiki-trunk-update.sh to remove the languages.cache file.
