Item13317: AutoAttach setting is missing from 1.2

There is a feature accepted for Foswiki 2.0 DeprecateAutoAttach. It had two parts:

1. Deprecate AutoAttachPubFiles
2. Ship UpdateAttachmentsPlugin as a default extension

None of this has been done for 1.2. The proposal also made API changes, so it probably needs significant rework due to the new pluggable store architecture.

Rather than rush ahead with this, we need to put back AutoAttachPubFiles. We can probably announce it as a deprecated feature, but the UpdateAttachmentsPlugin certainly needs review and testing with the new stores.

If PlainFile store doesn't support AutoAttach, that needs to be documented in the release notes and conversion instructions. And the plugin even more urgently needs testing for 1.2 and PlainFileStore.
