Item13267: extract grid system from NatSkin and make it a plugin of its own

A 12-col grid framework for nice and dynamic page layouts. This has been an integrated part of NatSkin for a while. The plugin will also come with TML macros to ease creating grids

This will create a grid with 3 rows:

1. a 4 columns row
2. a 3 columns row
3. a 2 columns row

Numbers per row add up to 12. Any combination adding up to 12 can be used to define columns of a row.

GridLayoutPlugin will become a new dependeny for NatSkin once this task is finished.
