Pseudo-install.pl doesn't copy or link to the directory containing the DEPENDENCIES file if no other files below the
Contrib/<Extension>
or
Plugins/<Extension>
directory are listed in the MANIFEST
Since we never list DEPENDENCIES in the MANIFEST file, as they are packaged into the _installer, pseudo-install should add a phantom DEPENDENCIES to the installed files if it exists.
The impact is that on a pseudo-installed system the PERLDEPENDENCYREPORT macro fails to list dependencies of some contribs & plugins.
