The supplied foswiki apache configuration needs to use Require all granted instead of Allow from all.

After trying it under the new Debian 8.x version (jessie), It needs to change the couple of line found in the shipped conf file (/etc/foswiki/apache.conf):

Order allow,Deny
Allow from all

by the only line Require all granted as described above.
