Item12617: Add redirectto param to WORKFLOWTRANSITION macro

I have made this change locally. This allows me to create a table from SEARCHes each table row with a WORKFLOWTRANSITION button available to change the state of that topic and then return back to the TABLE display.

I created this as a reminder to self. I will need to raise a matching FeatureProposals before implementation.
