This is the subject of a unit test failure that has been around since before Noah discovered genetics.
When a topic refers to another topic in the originating web - and that topic is not one of the standard Web* topis - then the reference should be re-written to be interweb in the target topic.

Isn't this somewhat related to
Item11929? The scan for these links was enormously expensive. And it's also related to the feature request
ChangeRenameBehaviourOnRenamingLinks.
If this task is changing this behavior yet again, I suspect it needs another feature request.
I thought that that feature request decided that this relinking shouldn't happen. Or is this a different issue?

It's a different bug to
Item11929, but it is what is discussed in
ChangeRenameBehaviourOnRenamingLinks. I raised this task because the unit tests do not reflect the behaviour of the code. I accept that the change was accepted under the 14 day rule and will modify the test, rather than the code. My mistake.
