Adjusted Makefile and ReadMe.rtf for Foswiki-1.1.7-1

I can't attach the diskimages due to the size > 10MB.

I parked the files on my server, please store them somewhere on foswiki.org or on souceforge and let me know so that I can adjust the download links accordingly.

The 1.1.7 package is parked here:
