Item12159: core change and reset pwd dialogs need to work with LdapContrib

I'm pretty sure they once did, but something we changed in core (i think) means the forms are disabled when you use LdapContrib.

The LDAP PassworManager needs to enter_context('passwords_modifyable')

Yes, that is the way the context is speeled. Re-targeting this to LdapContrib so it doesn't block 1.1.6.

I've added the context, but on the setup my client has, it doesn't change the pwd:
