seems a bit silly not to link the admin to the plugin topic when the plugin isn't enabled.

Where? What is the referring to? The InstalledPlugins topic not listing disabled extensions? I think that sounds more like a 1.2 feature than a 1.1.6 bug.

This was referring to the InstalledPlugins page. When a plugin is enabled in the configuration but disabled due to preferences or other configuration, the plugin is listed as non-linking.

  • Removed the prepended ! from the disabled topic names.
  • Added a reason that the plugin was disabled.
