Item12061: ICON macro should produce single quotes

When using the
INCLUDE macro it is impossible to use any ICON macro like %X% in the warn attribute.
The expanded Macro contains double quotes that immediately end the warn attribute value and thus you only get: <img src=
If the ICON macro would produce single quotes it would work fine.

Duplicate. See
HtmlAttributesShouldUseSingleQuotes and
Item11411. There are challenges though as CGI generates double-quotes. and Foswiki uses CGI in places.
