Item12052: login / logon contexts don't overlap

the login script only sets the login context, and the logon script only sets the logon context

which makes it much more error prone for developers that want to test for it (they need to know to test for both)

is there a good reason to need both exclusivly? or can we set both contexts for both scripts?

frustratingly, the code does not agree with me - I had some issue with this when trying to use the contexts from the AuthCAS loginManager, but i can't find anything to suggest why (or its fixed in trunk, which i doubt)
