Foswiki::Plugins->load() indicates we get $session->{webName} and $session->{topicName} are stomped on when initialising HomePagePlugin.

er, looks like thats the case without HomePagePlugin too.
additionally, I'm seeing some empty results, so argh.

Looks like it is definitely HomePagePlugin. the genwebnotify script on foswiki.org was creating an empty WebNotify. Finally disabled HomePagePlugin on trunk, and genwebnotify started working again.

Fixed. bail out from plugin if context is 'command_line'.
