Did you mean to add the file working/configure/.htdigest-configure ?

Yes, For sites that choose to use the default apache configuration files, or (eventually) the ApacheConfigGenerator, this default file will allows config access using an initial default (empty) password. This avoids the catch-22 that users often encounter. need to register an initial user to get past the apache protection for configure. But need to run configure to enable user registration.

Changing this to No action. New configure doesn't need its own auth any more.
