Item11785: EditChapterPlugin breaks FootNotePlugin

This syntax:

The world is flat.{{I have it on good authority.}}

when opened in EditChapterPlugin, becomes:

The world is flat.<a name="FootNote1text"></a><span class="FootNoteTextLink" title="I have it on good authority.">[[WEBNAME.TOPICNAME#FootNote1note][(1)]]</span>

Even if it is inside a verbatim environment. You can correct it in EditChapterPlugin and it is not damaged during save, but any further use breaks it again. Counter-intuitively to users, editing any section in a topic breaks footnotes everywhere in the topic.

That's more of a FootNotePlugin problem as far as I can see. It breaks a couple of other plugins and pages as well. For instance SolrPlugin's search page is eaten by FootNotePlugin processing it for no good reason.
