Item11601: make the formatRender-er pluggable

When you have a query with thousands of matching topics, but then only use one or 2 simple formfields, its crazy to load all the topics into meta and then reduce them again. There are stores - MongoDB and DBI that are quite capable of doing simple formatting.

in the Mongo and SQL cases, we can generate store native code that helps us - even in the foswiki meta store there might be some skop for store accelerated formatting - especially on a specific to wiki tweaking.
