Item11236: more settings for jump/search boxes

As per PaulHarvey's comment in Item827, there probably should be a SitePreference for defaulting the search box to "all public webs".

This is designed to be customized directly in the System.WebTopBar topic. The shipped default is in WebTopBarExample, and it only searches the "current web" that is including this default top bar topic. The original task - Item827 was for the foswiki.org website and not the Foswiki product. It was implemented by copying WebTopBarExample to WebTopBar and editing the webs= parameter to set the webs we wanted searched across Foswiki.org. ""Home, About, System, Extensions, Support, Community, Development, Download, Tasks, Main" - and also remove the jump box.

Is there still an action required here?

I was a bit confused, since some search settings are in the web. I thought it was missing. In my opinion, they should all be together, whether that be WebTopBar or SitePreference, or both.
